The state caps infant ratios at 1:4 (matching NAEYC) and toddler ratios at 1:6 (matching NAEYC), with preschool ratios at 1:12 (NAEYC: 1:10). Group sizes for infants and preschool are not set in state rule, and toddler groups are capped at 12 (matching NAEYC). The state requires only a high school diploma for a lead teacher in a licensed center, where NAEYC's professional standard is a bachelor's degree. Required pre-service training is 245 hours, well below NAEYC's recommended 2,080, and there is no state minimum for ongoing professional development.
