Daycares in Iowa

Iowa scores licensed daycares through Iowa Quality for Kids, the state's quality rating program. Quality for Kids scores providers across eight domains: nutrition and physical activity, environment, teaching staff qualifications, teaching and learning, professional development, family and community partnerships, leadership and administration, and health and safety.

Iowa's minimum legal requirements for licensed daycares are notably lighter than the standards published by the National Association for the Education of Young Children (NAEYC), the leading professional accreditation body for early-childhood programs and the most widely cited benchmark for high-quality care, and the state does not set any rules on maximum group sizes. Under 441 IAC 109.8, Iowa caps ratios at 1:4 for children from two weeks through age two — looser than NAEYC for babies under 12 months (NAEYC: 1:3) and matching NAEYC only for 12-to-24-month-olds — 1:7 for two-year-olds (looser than NAEYC's 1:6 for older toddlers), 1:10 for three-year-olds (matching NAEYC), and 1:12 for four-year-olds (NAEYC: 1:10). Lead-teacher credentials and pre-service training hours are not set in state rule, and required ongoing professional development is 6 hours per year, well below the 25 hours we recommend.
