California — CDA & ECE Workforce Credentials
California's Child Development Permit Matrix places CDA at the Associate Teacher level; Title 5 programs require Permit, and TK requires a Multiple Subject Teaching Credential.

CDA acceptance & requirements
- Lead teacher requirements (Title 22 — DSS Community Care Licensing): California Title 22 (licensed centers serving private-pay and CCDF subsidy) accepts CDA among lead-teacher qualifications.
- Lead teacher requirements (Title 5 — state-subsidized programs): Title 5 (CSPP, MCS, etc.) requires the Child Development Permit issued by the California Commission on Teacher Credentialing (CTC). A CDA satisfies the Associate Teacher Permit level (the second-lowest on a 6-level Permit Matrix) and counts toward 9 of the 24 ECE units required for higher Permit levels.
- Assistant teacher requirements: Assistant Permit (entry level) — 6 units of ECE / Child Development.
- Director requirements: Site Supervisor Permit or Program Director Permit (Permit Matrix levels 5–6); requires increasing ECE coursework + general education + supervised experience.
- State-funded pre-K (CSPP / TK): Teacher Permit minimum for CSPP; Transitional Kindergarten (TK) requires a Multiple Subject Teaching Credential. CDA does NOT satisfy TK.
- QRIS: Quality Counts California (QCC) — California's QRIS-equivalent across regional consortia. Recognizes higher Permit levels in workforce scoring.
- T.E.A.C.H. & apprenticeship: T.E.A.C.H. Early Childhood® California is administered through CCRRN (California Child Care Resource and Referral Network). ECE Registered Apprenticeships through California community college system.
State-specific ECE workforce credentials
- California Child Development Permit Matrix — Issuing agency: California Commission on Teacher Credentialing (CTC). Six levels: Assistant → Associate Teacher (CDA = this) → Teacher → Master Teacher → Site Supervisor → Program Director. Each level requires increasing combinations of ECE coursework, general education, and supervised experience.
- California Multiple Subject Teaching Credential for TK (state Universal Transitional Kindergarten); BA + EPP + CBEST/CSET + student teaching.
Notable state context
California's Permit Matrix is one of the most-used and most-mature state ECE credential ladders in the country. CDA's role is explicitly defined within the Matrix as the equivalent of the Associate Teacher level — making California one of the clearer cases of CDA-as-stepping-stone in a stacked credential framework. The 2021 launch of Universal Transitional Kindergarten is shifting state-funded 4-year-old enrollment from CSPP (Permit pathway) to TK (Multiple Subject pathway).
