Notable state context
New Mexico is one of three states (with FL and GA) that maintains a state-controlled CDA-equivalent. Following the 2022 constitutional amendment dedicating Land Grant Permanent Fund revenue to ECE, New Mexico has been investing aggressively in workforce upskilling — making the state one of the more rapidly-changing ECE policy environments in the country.
