      At the time of the inspection Specialist observed children in the program not using the swings in an appropriate manner. Children were observed spinning/twirling on the swings, flipping backwards off the swings, jumping off the swings and swinging side to side into each other on the swings. Staff on the playground were supervising the children but did not address unsafe behaviors.
