ECT Elka was observed to have left a classroom of 17 children to answer the front gate at the time Specialists arrived. Identified through Director and ECT Nurit's statements that Aide Dafna was present with the classroom at the time ECT Elka left, leaving Dafna alone with 17 children. Specialist observed Dafna to be outside on the playground with 16 children while ECT Nurit assisted a child inside the building in the bathroom. The correct ratio for a mixed age group 2.5 - 6 years is 1:10.
