A full inspection was not conducted at this time. Ratios observed: Ones to Threes (TCB 1) 2:5 Twos (TCB 2) 2:6 Threes to Fives (EL 1) 2:13 Threes to Fives (EL 2) 2:8 Upon completion of the complaint investigation, it was determined from observation and interviews that the allegation lacked sufficient evidence to be substantiated.
