Prohibited punishment was used when a staff member was observed on recorded video grabbing one child near the shoulder and pushing the child to the circle time carpet, pinching the child as staff member let go of their arm and when the staff member picked up another child with the left arm and grabbed the child's upper right arm with their right hand in an aggressive manner.

A staff member did not act with sound judgement when a child with a known diary allergy was intentionally served cow's milk at the noon meal in Room 7.
