Based on observations and interviews at 11:30 a.m., although the center has developed and implemented a written behavior management policy that prohibits children being subjected to physical or corporal punishment, S11, (DOH 4/16/2024), used the following prohibited methods of discipline: On 3/24/2025, at 2:10 p.m., C1, three-years-old, informed O1 that S11 pulled his ear, O1 immediately informed S1 of the allegation.
