Observed outside playchilmber in the hillside play section; the resliiant surface measured 2 inches around the use zone due to frozen ground. Swings in the hillside secion, horse prairie section and the farm area section of the playground had only dirt and no resiliant surface covering under the swings. The tire swing and the birds nest swing in the horse prairie play section resiliant surface area was frozen. Yellow and blue playclimber had pea gravel that measured 4 inches deep due to frozen ground. All play areas were in use and accessible to children.
