      Non-compliance was observed in Room 1, where Teacher KT had six 2-year-olds and one 3-year-old, exceeding the allowed staff/child ratio for this age group. Although BC was also in the room, BC could not be utilized as part of the staff ratio because the center had not yet received a clearance letter
