      1707.C. Based on observation/record review/interview at approximately 2:50 p.m., S9's duties failed to consist only of administrative functions when the number of children in care exceeded 42 as there were 73 children at the center and director designee was performing teacher duties. S1 arrived at the center at 3:45 p.m., taking over the solely administrative duties. Corrective Action: Effective 2/10/2026, S1 stated She and S9 will review the schedule prior to approving leave to ensure that one or both of them are available for administrative duties to ensure compliance with this regulation.

      1711: Based on observation at approximately 2:45 p.m., S2, S3, S4, S6, S7, and S8 failed to meet the required child to staff ratio for children of the following ages: S2, S3, and S4 were responsible for 13 children ages two months to one-year-old. The ratio required for children of this age is 5 infants to 1 staff. S3 was seen in the parking lot of the center when the Specialist arrived at the center. An additional staff was needed when S3 was outside in the parking lot. S3 returned to the classroom when the Specialist arrived inside correcting the ratio. S6, S7, and S8 had a class of 28…

      Based on observation at approximately 2:55 p.m. the personal belongings of center staff member, S5, was accessible to children as her Mardi Gras themed (white, purple, and green) tumbler cup was a low table. S5 moved the tumbler cup out of the reach of children prior to the Specialist leaving the center. Corrective Action: Effective 2/10/2026, S1 stated she will retrain all staff and identify designated spots to place personal items by 2/13/2026 to ensure compliance with this regulation.

      Based on record review/observation at approximately 2:40 p.m., the number of children using a room # 2 (S2, S3, and S4) was exceeded based on the 35 square feet per child requirement. The room can accommodate 10 children and 13 were present. This could not be corrected during the inspection. Corrective Action: Effective 2/10/2026, S1 stated she will shift the center and add additional classroom space to the back of the center where the capacity is greater by 2/13/2026, to ensure compliance with this regulation.
