      Identified through staff statement that SM1 walked CH1 into the classroom at the time of the incident, leaving SM2 alone with 9 children between the ages of 2 years and 3 years of age for a 15-20seconds. Also at the time of inspection, SM3 was in the hallway near the furthest bathroom from the Elks Classroom to allow one child to use the bathroom. SM4 was alone in the classroom with 23 children for 5-10 seconds.
