Nebraska's minimum legal requirements for adult-to-child ratios meet the standards published by the National Association for the Education of Young Children (NAEYC), the leading professional accreditation body for early-childhood programs and the most widely cited benchmark for high-quality care, at the infant and toddler age bands. The state caps infant ratios at 1:4 and toddler ratios at 1:6, both matching NAEYC's recommended maximums; the preschool ratio varies by provider. The state's rules on group sizes and staff training, however, are less strict than NAEYC's recommendations. Nebraska allows infant groups of up to 12 children, where NAEYC's recommended maximum is 8, and does not set a state rule on toddler group sizes. The state does not set a single rule on lead-teacher credentials. Required pre-service training for lead teachers is 1,500 hours, below NAEYC's recommended 2,080, and required ongoing professional development is 12 hours per year, well below NAEYC's recommended 25.
