Based on observation and record review, the licensee did not comply with the section cited above by ensuring all staff have eligible clearance prior to working in the facility, which poses/posed a potential health, safety or personal rights risk to persons in care. Staff left the facility during today's visit. Director is aware staff is not allowed to return to the facility until staff has eligible clearance.
