In Preschool B (2.5yrs -3 years), observed containers with broken crayon pieces and markers with small lids; in Preschool A2 (2.5-3 years), observed small clothes pins holding up children's art work and markers fitted into a wood stand with lids that had come unglued. These items were small enough to fit inside a choke tube, posing a potential choking hazard.

(DOH 12/27/23) subjected children to physical/emotional harm, humiliation and/or threats in the following ways: - Taking CH2 from preschool classroom into a toddler classroom as punishment, by picking up the child by the armpits and dumping them down on the floor. - Threatened a child to take away their Valentine's day celebration. - Yelled and threatened a toddler class by saying she would put "sad faces" by their names if they did not behave.

Reviewed video surveillance footage of lunch time in the cafeteria for 3/24/23 and observed ECT Ciara to grab CH1's left upper arm/shoulder and push CH1 down into the chair at the lunch table and then, on another occassion within the same lunch period, grab CH1 by the left upper arm to force CH1 to change their sitting position with their back against the chair.
