Based on interviews and record review, the licensee did not comply with the section cited above in 14(C1,C2,C3,C4,C5,C6,C7,C8,C9,C10,C11,C12,C14 & C16) out of 16 children. Director self-admitted that currently enrolled children in an infant center in Room 167, are at the age of 18 months through 36 months and the children, who are over two year old, do not require any special needs to be in an infant center. No medical substantiation, physician reports or doctors' note indicate any developmental needs require continuation of a child in an infant care center after the age of 24 months, which poses a potential health, safety or personal rights risk to persons in care.
