Licensing Specialist observed the child immediately holding his arm and crying. Licensing Specialist observed the teacher forcing the child to stay facing the wall as a form of discipline. No incident or accident form was completed, and the parent did not receive a call prior to pick up. Licensing Specialist observed another child being lifted by the teacher off the floor by their wrist and sent to the same out corner. Licensing Specialist observed the child putting her face to the wall in the corner. (a) Minimum standards for child discipline practices shall ensure that age-appropriate, constructive disciplinary practices are used for children in care. Child care personnel did not wash their hands [after diaper changes]. CCF Handbook, Section 3.10.1 Sanitation and Equipment [SR] Licensing Specialist observed teacher changing diapers with no gloves on and not sanitizing diaper surface after diaper changes. Licensing Specialist observed teacher not following hand washing procedures and handling toys and touching children after diaper changes. Technical assistance provided from the CCF Handbook: 3 Physical Environment 3.10.1 Handwashing Child care personnel and children must wash their hands thoroughly with soap and running water, dry, and follow personal hygiene procedures for themselves and while assisting others. Examples of activities when handwashing is required include but are not limited to: before and after eating, immediately following outdoor play, after toileting, following the use of any cleaners or toxic chemicals, Child Care Facility Handbook Page | 37 before and after administering medication, and during food preparation and snack distribution. Child care personnel failed to immediately contact emergency services and the child's custodial parents or legal guardians in the event of a serious illness, accident, injury or emergency to their child. CCF Handbook, Section 6.3, B & C and 2.5.3, E Health Requirements [SR] A two-year-old in care sustained an injury which caused the childs elbow to be dislocated. Attention from the teacher was not given to the injury until parent was to pick up child. Parent was not notified prior to picking up child and an incident/accident form was not completed. Parent took child to doctor and was diagnosed with Nurses Made Elbow. Technical assistance provided from the CCF Handbook: 6.3 Emergency Telephone Numbers B. For life threatening injuries, the provider shall call 911 and then notify the parent. C. Custodial parents or legal guardians must be notified immediately if the event of any serious illness, accident, injury or emergency to their child, and their specific instructions regarding action to be taken under such circumstances must be obtained and followed.
