Supervision of children in the [2 year old room] group was inadequate in that [a child was locked in a closet for 15 minutes.]. CCF Handbook, Section 2.4 General Requirements [SR] Staff members had just put the cots away and not locked the closet door where the cots are kept. Children were playing with the closet door so a staff member ran over and locked it not realizing that a child was inside. According to one of the staff members, the child was in the closet for 15 minutes untils she heard crying. The CCF Handbook states that child care personnel must be assigned to provide direct supervision to a specific group of children and be with that group of children at all times.

Supervision of children in the [1 year old] group was inadequate in that [a child was climbing on a child size book shelf and a child size kitchen set in the classroom.]. CCF Handbook, Section 2.4 General Requirements [SR] A child in the 1 year old classroom was climbing on a child size book shelf and a child size kitchen set when a teacher pulled him off of the kitchen set. The CCF handbook states that child care personnel must be assigned to provide direct supervision to a specific group children at all times. Children must never be left without child care personnel supervision inside or outside of the building.

Child care personnel inappropriately interacted with children in care in a manner that was aggressive, demeaning or intimidating in nature. CCF Handbook, Section 8.2, C • A staff member pulled a 1 year old child off of child sized classroom furniture that the child was climbing on, for the child's safety. The staff member inappropriately pulled the child off of the furniture and dislocated the child's elbow. The CCF Handbook states that childcare personnel must appropriately interact with children to foster a healthy, safe environment that will encourage the child's physical, intellectual, motor, and social development. Interactions with children that are aggressive, demeaning, or intimidating in nature are strictly prohibited.

Attendance records did not include the time of each childs arrival and departure. CCF Handbook, Section 7.5 Record Keeping [SR] On the day of this inspection there were 9 children present in the 4 and 5 year old classroom. 13 were documented as present on the attendance form. The classroom staff member corrected the attendance in the presence of this counselor. The CCF Handbook states that daily attendance of children must be taken and recorded accurately by the childcare personnel, documenting the time when each child enters and departs the program.
