Based on observation, the licensee did not comply with the section cited above in the three swings on the playground did not have sufficient wood chips to absorb fall and landscaping fabric/weed barrier was exposed and ripped causing possible tripping hazard which poses/posed a potential health, safety or personal rights risk to persons in care.
