Child care personnel did not comply with the facility's written disciplinary and expulsion policies. CCF Handbook, Section 2.8, B General Requirements [SR] The licensing specialist reviewed footage of a teacher grabbing a child with inappropriate use of force, which goes against this facility's disciplinary policy. After an internal investigation, this employee was placed on a Plan For Improvement. The Child Care Facility Handbook states: 2.8 Child Discipline B. The child care facility operators, employees, and volunteers must comply with written disciplinary and expulsion policies.

Harmful items including cleaning supplies, flammable products, poisonous, toxic, and hazardous materials were accessible to children in care. CCF Handbook, Section 3.2, B (Section 2.1 Health and Safety, Page 3) Physical Environment [SR] While inspecting the classrooms, the licensing specialist observed unlocked cabinets with cleaning chemicals and supplies inside, in the three and four-year-old classrooms. The interim director was notified, and locks were ordered. The Child Care Facility Handbook states: 3.2 Toxic/Hazardous Material/Firearms/Weapons B. All potentially harmful items, including cleaning supplies, flammable products, poisonous, toxic, and hazardous materials, must be labeled and used according to manufacturers recommendation. These items, as well as knives, sharp tools, and other potentially dangerous hazards, must be stored in a locked area or must be inaccessible and out of a childs reach at all times.

The facilitys outdoor play area contained litter, nails, glass or other hazards that posed a low potential for harm to children. CCF Handbook, Section 3.5, A (Section 2.1 Health and Safety, Page 3) Physical Environment [SR] During the inspection of the outdoor area, the licensing specialist noticed a small portion of trash near the fence on the playground. The director said this was because of a racoon problem but stated the trash will be picked up before this portion of the playground is open to children. The licensing specialist also noticed a fence gate open however there were no children on the playground due to recent weather conditions. There is a small hole in the fence that must be fixed as well. The Child Care Facility Handbook states: 3.5 Outdoor Play Area A. The outdoor play area must be clean and free from litter, nails, glass and other hazards. E. The facilitys outdoor play area must be fenced as required by local ordinances to prevent access by children to all water hazards within or adjacent to outdoor play areas, such as pools, ditches, retention ponds, and fish ponds.

The diaper changing surface was not cleaned and sanitized or disinfected after each use. CCF Handbook, Section 3.10.2, E (Section 2.1 Health and Safety, Page 3) Sanitation and Equipment [SR] In the ones and twos classroom, the area underneath the diaper changing pad was observed as unclean. The Child Care Facility Handbook states: 3.10.2 Diapering Requirements E. When children in diapers are in care, there must be a diaper changing area with an impermeable surface that is cleaned and sanitized or disinfected after each use.

Child care personnel inappropriately interacted with children in care in a manner that was aggressive, demeaning or intimidating in nature. CCF Handbook, Section 8.2, C An employee at this facility was inappropriately interacting with a child that was aggressive, demeaning, and intimidating in nature. The director of this facility has terminated the employee who was found doing this. The Childcare Facility Handbook states on page 63: 8.2 Child Safety C. Child care personnel must appropriately interact with children to foster a healthy, safe environment that will encourage the childs physical, intellectual, motor, and social development. Interactions with children that are aggressive, demeaning or intimidating in nature are strictly prohibited.
