      Based on observation and interview, the licensee did not comply with the section cited above. LPA observed a rusted nail exposed through composing wood on the corner of the wooden platform around the tree. LPA also observed a small ditch between the cement walkway into the middle of the preschool play yard. This posed a potential health, safety or personal rights risk to persons in care.
