Child care personnel inappropriately interacted with children in care in a manner that was aggressive, demeaning or intimidating in nature. CCF Handbook, Section 8.2, C Enforcement [SR] Licensing Specialist observed through surveillance footage from the incident. At approximately 10:11am, the video showed children entering the classroom for nap time. H.V. is seen crawling into the room. K.M, covering him entirely in a blanket, covering him from head to toe. H.V. attempted to sit up while still covered as K.M. closes the room door. K.M. bent over to H.V. and forcibly pushed him backward into a lying position, and re-covered him with the blanket, fully wrapping him again. K.M was attempting to get to her phone, she approached K.C., grabs his legs, and pulled them into a prone position before completely covering the child with a blanket. H.V. is seen moving slightly but does not uncover himself and appear to remain in the same position. At this point, K.M. raised her finger at another child before forcibly pushing K.C. head down onto the cot, causing the cot to move away from K.M. She held his head down, sat beside him momentarily, then she picked up her cell phone. K.M. She adjusted the blanket and then used a small towel to wipe his face. K.M. wiped H.V. face several times and appeared to reposition him closer to her by pulling on his arm. She then retrieved a towel and picked H.V. up, holding him in her arms while wiping his face. A stain is visible on the mattress cover sheet when she lifted H.V. She appeared to attempt to rub out the stain. She began rocking H.V. while on her phone. Child Care personnel, who were not in compliance with training requirements when they left the industry, did not complete required training and any new mandated training before returning to the industry. CCF Handbook, Section 4.3, B (Section 2.1 Health and Safety, Page 3) Training [SR] Child care personnel were not in compliance with training requirements. Facility explained that the personnel left for maternity leave. Personnel did not complete the required training before returning to the industry. Facility is not in compliance with Florida Standard. Specialist give technical assistant: A. In the event an individual leaves the child care industry in compliance with training requirements and returns to the industry either at the same or a different child care facility, he or she will be given 90 days to comply with any new training requirements established during the gap in employment in the child care industry. B. In the event an individual leaves the child care industry not in compliance with the training requirements and returns to the industry either at the same or a different child care facility, he or she must comply with the training requirements described in this section, as well as any new training requirements that may have been added during the gap in employment in the child care industry prior to re- employment.
