Based on observation and interview, the licensee did not comply with the section cited above. At 9:30am, LPA observed in Room 2, 23 preschoolers with Staff 2 and Staff 2. Therefore, Room 2 was over ratio. Director had Staff 3 go into Room 4 with 7 preschoolers. which poses an immediate health, safety or personal rights risk to persons in care. POC Due
