      Based on observation, the licensee did not comply with the section cited above which poses a potential health, safety or personal rights risk to persons in care. Licensing Program Analyst (LPA) observed that the gray carpets/circle time rugs in Room 1 and Room 3 showed dark marks and staining. During the outdoor inspection, LPA observed that the temporary fencing installed to cover a missing section of the exterior fence was loose and not anchored appropriately, leaving some gaps/openings where children could potentially abscond from the playground.       Based on record review, the licensee did not comply with the section cited above. The report of water lead exceedance that LPA reviewed, showed the following outlets were out of compliance as they were above a value of 5.5 ppb or greater: (N-Kitchen L. Sink) is impacted with an (ALE) of 9.6; Q-Classroom #5 L sink is impacted with an ALE of 24; R-Classroom #5 C sink is impacted with an ALE of 20.
