      Based on record review/interview at approximately 3:10 p.m., S13, failed to report a suspicion of abuse/neglect of a child to the Child Protection Statewide Hotline despite being a mandated reporter. It was observed via video recording that on 12/15/2025, at 11:38 a.m., S13 observed S12 yell at C2, 4-years-old, for spilling milk and hit C1, 5-years-old, on the top of the head with a cardboard paper towel tubing due to him passing gas.
