      Based on record review on 5/18/2026, between 9:45 a.m.-11:00 a.m., S18 failed to devote her time to supervising the children. Per the camera footage, on 5/14/2026, at 12:30 p.m., C1, 5-years-old, abruptly jumped up on her mat at naptime. S18 was observed on her cell phone when C1 approached her to report that C2, 5-years-old, was bothering her, which was preventing her from sleeping. C1’s parent later reported the child stated being inappropriately touched by C5. This could not be corrected prior to the Specialist departure.
